Cultural diplomacy is a critical element of the Kremlin's public diplomacy and a tool of Russia's influence. This presentation will focus on Russia's cultural diplomacy in Ukraine in wartime (2014-2024) to underline its evolution. The work of well-known actors, such as the Russkiy Mir Foundation or the state agency Rossotrudnichestvo, as well as the growing importance of non state actors in the conduct of public diplomacy, will be analyzed. Public-private partnerships have become a key feature of Russia's influence toolkit. How have these actors managed to adapt in a context of war? How has culture been securitized as a component of foreign policy? What countermeasures can be observed from American and Ukrainian actors, the latter having recently developed their own cultural diplomacy apparatus?
